Since commit 295fcd we newly also require http_POST in order to
put a new file in place after accepting.
Also add quotes around the fakepkgname when injecting it into the kiwi file.

Make sure Test-DVD won't in green state when new round just started,
wipe Test-DVD binary and intended to break kiwi build when accepting the
staging.

- add release manager explicitly when needed instead of relying on
fallback.needed instead of relying on fallback. This allows the bot to
actually decline requests that are certainly wrong.
- put comments in requests to communicate when the bot e.g. waits for a
Factory submission.

Avoid adding e.g. openSUSE:13.2 as reviewer. OBS sometimes returns
projects of released openSUSE distributions as maintainer for packages
that were dropped from Factory.
