Accept requests that are only stuck in Factory staging
...
If only the review by a factory staging project is left in state new and
all others are in state accepted it means legal, opensuse-review team
etc have completed. So it's safe to consider such a request accepted for
inclusion into Factory. So let's not waste time waiting for the next
Factory checkin round.

add Application:Dochazka as devel project
...
dochazka is the upcoming application that we are going to use in the Prague
SUSE office as our attendance / payroll system. It comes with a CLI client,
thus it would be really beneficial to add it to factory and upcoming leap

Inkscape now are Suggests in the pattern rather than Recommends, hard
require it in the staging DVD instead of drop the test from openQA.

Clean up static list of devel projects
...
This list is only needed for the first package from a devel project
to be acceptable. After that, any further package can be submitted
and the entry in the list is no longer needed (the dynamic list is
extracted from the devel projects configured on packages at the the time)

Handle links before devel projects
...
Linked packages are supposed to have their devel package set to the
main package. We need to check that before so packages are marked as
subpackages instead of coming from a devel project.

Introduced a new class: FccFreeze
New usage:
* fcc_submitter --freeze : freeze FCC project
* fcc_submitter --list : list build succeeded packages in FCC
Also clean up old skip list and so on, and update sle base projects
list.
