A file known_failures is maintained in each project dashboard package
IT simply lists jobnames, one job per line. Lines starting with '#' are being ignored and can be used as comments.

factory-source checks if submissions contain sources already accepted in
Factory. maintbot makes sure maintenance submissions are authored by the
Factory package maintainer.
Both are based on a new generic ReviewBot.py class that can serve as
common framework for review bots.

Change the way to evaluate DELETE request
...
- Add withhistory to recover the creator
- Remove the check of the user creator test for now, I need
to figure out how to detect who is the maintainer in the
tgt_project
- Check that the package is not needed in the tgt_project
(usually Factory)
