The package rocblas was split in two:

  1. A source package building the the library (.so)
  2. A package building the tensile modules.
    This package is 2. It is required by and requires
    sub packages from the source package 'tensile'
    (i.e. 1.). This pull request and
    ROCm/rocblas#1
    need to be accepted together.
