Use hipcc as build require
...
Hipify doesn't use hipcc, but it has all the same dependencies and it's
the easiest way to pull in the same LLVM version as hipcc.
While hipify shouldn't need to use the same llvm version as hipcc, it's
good to use the same to reduce the install footprint of ROCm and
possible bugs caused by mixing llvm versions.
