Add patch to include css-overrides

It's provided in https://src.opensuse.org/cockpit/cockpit, inside cockpit-suse-theme.tar, it's part of how we handle the entire branding parts of cockpit. Also see: https://src.opensuse.org/cockpit…

Check if dynamic users exist and support is present before cockpit starts

We're not stopping no, but my point previously was that we're still putting the load to fix it back on the admin. Idk it just feels like there should be a better way for us to handle this
