Patchinfo Incident Number Updater

This is supposed to be run after each project git change where patchinfo files get added. It reads all existing _patchinfo files, finds the highest incident number and updates the the _patchinfo files which don't have a number set as incident.

This leads to a strictly monotonic increasing number.
