  * Use ubuntu-24.04, use OTP 28 as base, add OTP 29, bump Rebar3

  * Replace Catch expressions with Try-Catch for Erlang/OTP 29
  * Fix warnings in Dialyzer about unknown functions
  * Fix name of binary file as expected by esip_codec:start/0
