New package: karukan - Japanese IME with neural kana-kanji conversion for fcitx5

Karukan is a Japanese Input Method Engine powered by llama.cpp for neural
kana-kanji conversion. This submission includes:
- fcitx5-karukan: Fcitx5 addon with romaji-to-hiragana and neural conversion
- karukan-tools: CLI tools for dictionary building, testing, and benchmarking

Builds succeed on x86_64, i586, aarch64, ppc64le, s390x, riscv64.
armv7l is ExcludeArch'd due to OOM during LTO linking of llama-cpp.
