fix preallocation logic, support DISABLE_MEM_POOLS properly, group value

        * gvaluearray.[hc]: fix preallocation logic, support DISABLE_MEM_POOLS
        properly, group value allocations.
        (g_value_array_new): fix semantic of n_prealloced argument, so it's
        really just about preallocation space.
