Factor out repeated thread test into a m4_define(); when cross-compiling,

        * configure.in: Factor out repeated thread test into
        a m4_define(); when cross-compiling, assume that
        AC_LINK_IFELSE() is good enough for thinking that
        -pthread[s] is OK. (More of #58786)
