When defining deprecated macros, annotate them with
`GLIB_DEPRECATED_MACRO_IN_*()` and `GLIB_DEPRECATED_MACRO_IN_*_FOR()` to
conditionally emit warnings if people use them, depending on their
declared minimum and maximum GLib version requirements (see
`GLIB_VERSION_MIN_REQUIRED` and `GLIB_VERSION_MAX_ALLOWED`).
The old way of doing this was for users to define `G_DISABLE_DEPRECATED`
if they didn’t want to use deprecated APIs, but it reported errors via
missing symbols, and wasn’t version-dependent. It’s being phased out.

This is a combination of g_hash_table_lookup_extended() and
g_hash_table_steal(), so that users can combine the two to reduce code
and eliminate a pointless second hash table lookup by
g_hash_table_steal().

Add the GLIB_AVAILABLE_IN_ALL annotation to all old functions (that
haven't already been annotated with the GLIB_AVAILABLE_IN_* macros or a
deprecation macro).
If we discover in the future that we cannot use only one macro on
Windows, it will be an easy sed patch to fix that.

I didn't do this comprehensively, since there's a lot of it, mainly
due to the GDBus object manager stuff, but anyone trying to use
that would fail fast due to lack of the gdbus code generator.
My main goal was to get API additions to existing classes like
g_data_input_stream_read_line_utf8(), as well as the lower level new
API like glib-unix.h.

Introduced new function type GEqualFunc to return TRUE for equal
params. This is now used instead of GCompareFunc (which should
work akin to strcmp) here. This kind of fixes Bug #14412. Note
that technically GCompareFunc and GEqualFunc are still the same
types, as gint == gboolean.
* ghash.h, gutils.c: g_int_equal and g_direct_equal now return
gboolean to be really become GEqualFunc.
* gscanner.c, testglib.c, tests/hash-test.c: Some tiny changes to
follow the above change.
