Do you have advice for better handling of this? We're grabbing the spec from the tarball which doesn't contain the extra source, it doesn't feel appropriate to add the source into the spec without shipping it

It's fine. If you add it to the Source: in spec, it becomes part of the SRC.RPM. This file is not really meant to be installed in a regular RPM.
