New package: falcosecurity-container-plugin 0.7.1

The falcosecurity container plugin (libcontainer.so), unbundled from the
copy in sysdig/falco. C++ plugin with a vendored Go worker; loaded at
runtime by the system libsinsp.

INTERDEPENDENT REQUESTS - please stage together (this package will not
build until these land):
  * sr#1360103 - plugin-sdk-cpp (new, build dep)
  * sr#1360178 - re-flex 6.0.0 (build dep; adds the shared libreflex.so.6
    this package links - current Factory re-flex ships no linkable lib)
  * sr#1360164 - falco-libs (runtime: the libsinsp that loads the plugin)
  * sr#1360104 - bshoshany-thread-pool (pulled in via falco-libs)
