- Fix build on Factory/TW (update vendor.tar.zst)
- Remove cargo_config - it's part of the vendor.tar.zst now
- Clean up spec file
- Clean up _service file
  * Rename 'disabled' to 'manual'
  * Remove cargo_audit (now part of cargo_vendor)
  * Add '<param name="filter">true</param>' to reduce the size of
    vendor.tar.zst
