  * add USER to lines to homedir_template context file
  * add compression support
  * allow fcontext and seuser changes without rebuilding the policy
  * don't rebuild on fcontext or seuser modifications
  * modify genhomedircon to skip %groupname entries

- fix debug_packages_requires define
