Accepting request 89723 from devel:tools:compiler

- Add llvm-pr9614-part{1,2}.patch to fix LLVM PR9614 

Without this patch clang produces infinite looping code when _FORTIFY_SOURCE=2 is defined.
So this is a pretty much a critical fix which I have been trying to get fixed for last 2-3 months.
