8fd192b1f6 Accepting request 1324777 from home:rhabacker:branches:windows:mingw:win32:fixes 
- Update to version 2.45.1
- Update mingw32-binutils.keyring
- Use the makeinfo package instead of texinfo to reduce the
  number of packages required for building
- Remove the redundant patch for High-Entropy VA that
  was applied to unsupported 32-bit support
- Removed patch
  * binutils-2.42-option-high-entry-va.patch
- Update to version 2.45.1
- Update mingw32-binutils.keyring
