- Change "Requires: portmap" to "Requires: rpcbind".

Current nfs-utils does not work properly with portmap
  due to IPv6 being enabled, so we really need rpcbind.
  So be explcit about that, else upgrading an old
  installation will leave portmap in place which
  won't work.
