- add zoneinfo-remove-dublin-check.patch to adjust for changed
  historic data in tzdata 2022b+
- allow newer timezone versions as well to not break timezone
  updates

- Add oneinfo-0.2.1-santiago-tz2022a.patch
  * gh#pganssle/zoneinfo#114, gh#pganssle/zoneinfo#115
  * includes gh#pganssle/zoneinfo#101 for the Sydney test errors
- Don't use xdist in order to avoid pickling errors
  on test failures for easier debugging. The test suite is very
  fast anyway.

- Fix flavor skips for TW. skip_python3 would skip all flavors.
- Add URL tag
- Use Github archive for tests (deselect 12 tests failing due to
  incompatible system timezone data in relation to outdated test
  timezone data)
