* enable building wheels for multiple platforms and Python versions using
    pypa/cibuildwheel, see #165 and #170 (thanks Brian Thorne, @hardbyte)
  * use setuptools instead of distutils in `setup.py`, #168
  * add missing type hinting for `.count()` step argument
