nice new package to create a command line argument parser from the help message. Would be great to have it in Factory.

tried to submit to Factory and found out that the tar-ball on github is not the same as on pypi. So I updated the tar-ball.

pretty nice python package, would be great, if it could be in d-p-l.
This sr is in response to sr 215451. Used a tar-ball and created and edited a spec file via py2pack.
