Accepting request 1307758 from devel:languages:python

- update to 0.20:
  * InterProcessLock now catches OSError and handles
    BlockingIOError correctly.
  * Remove support for python 3.8, python 3.9 and pypy 3.9. It
    should still work,
  * but is no longer tested.
  * Add support for python 3.12, 3.13 and pypy 3.11.
