* Use ruff for linting
- update to 2.0.0:
  * Add Python 3.12 support
  * Fix test_fixedoffset_eq by adding an actual assertion
  * Drop Python 3.6 support (3.6 is end of life)
  * Fix parsing of microseconds
- Added .changes file
