  - Replace git.openstack.org URLs with opendev.org URLs
  - Replace openstack.org git:// URLs with https://
  - Change repository links usage in Dockerfile and build image
  - Switch python3 versions of test jobs to match Train PTI
  - Add Python 3 Train unit tests
