- Fix dependencies
  * Update the list (See also gh#ktbyers/netmiko#3515)
  * Nobody needs full poetry to build a rpm package
- Remove shebangs and excutable bits from python module dir
- Remove python-bytecode-inconsistent-mtime "fix".
