- update to 1.8.0:
* replaced deprecated pkg_resources with importlib.metadata and
importlib.resources
* minimum Python version is now 3.10; removed support for
Python 3.8 and 3.9
- restore webtest dependency, needed by pecan.testing
versions of SQLAlchemy
- Use libalternatives instead of update-alternatives.
- skip tests on SLE_12 (the depending packages are not there)
Subclassing both rest.RestController and hooks.HookController
- package LICENSE and README.rst
