- Update to 23.1.2
  - Upgrade setuptools to 67.7.2
- 23.1.1:
  - Revert #11487, as it causes issues with virtualenvs created by the
    Windows Store distribution of Python. (#11987)

  - Update documentation to reflect the new behavior of using the
