- update to 1.5.10:
* use black formatter.
* use argparse instead of deprecated optparse.
* use pytest instead of unittest.
* add ability to run tests in parallel with make test-
parallel.
* PermissionError may occur on Windows when binding ports
from a pre-configured PASV range.
