  * fix: Remove setup.cfg to eliminate Python 2 tag from
    distribution
  * EOL: Drop support for Python 3.9 and below
  * feat: Configure Ruff linter pre-commit to perform write
    operations
  * Format Python code with ruff-format instead of black
