- update to 3.1.1:
  * drop python 2.7 support

  * remove redundant `revalidate` flags from docs
  * drop support for Python 2.7, require Python >= 3.7
  * migrate to `pyproject.toml`
  * fix a small memleak in `write_to_buffer()`
  * add `[binary]` install option
  * add `shutdown()`
