Ana Guerrero b5d3f79479 Accepting request 1337547 from devel:languages:python

- Update to 0.0.22:
  * Fix compatibility with testtools.
  * Fix warnings on newer python versions.
  * Add Python 3.13 and 3.14 support, drop Python 3.8.
  * Drop Python 2 support.
  * Remove use of pytz in favour of datetime.timezone.utc.
- Clean up how we run the testsuite, we no longer need to sed .testr.conf.
- Change {Build,}Requires to reflect reality.
