Switch BuildRequires mbedtls-devel -> mbedtls-3-devel. mbedtls 4.x (now in Factory) removed the legacy mbedtls_cipher_* abstraction layer that shadowsocks-libev's stream.c uses, so track the mbedtls 3.6 LTS package (mbedtls-3) which keeps the stable public API. NOTE: will be unresolvable until mbedtls-3 lands in Factory (currently in staging). (forwarded request 1361606 from pluskalm)
