Accepting request 1315661 from devel:tools

- update URL and Sourceurl, as both don't exist anymore
- drop ncompress as 0%{?opensuse} is always 0
- create a new devel package, for the header files
- use pkgconfig rather than package name (forwarded request 1314985 from rrahl0)
