Dirk Mueller ee3f043fa6 - update to 2.0.0: ...

* Add new writer method and namespace Element / parsing
  * Readd the Element with namespaces
  * Add el_has_namespaces to ElementTree classes
  * Deprecate python 3.6 and 3.7 as nsetree requires a more recent XMLParser
  * Fix docstrings of _IncrementalFileWriter
- Move to singlespec
- Initial Release : build python3
