Accepting request 676962 from devel:languages:python
- Update to use single spec for Python 2 & 3 support
- Add missing build dependency certifi
- Add missing runtime dependencies
- Remove unnecessary build dependency python-devel
- Use %license
- fixed one of the unit tests that fails with newer python-mock
- Initial package
