Steve Kowalik 707ec7ef76 - Switch to autosetup and pyproject macros.

- No more greedy globs in %files.
- Refresh iniparse-insert-after-commented-option.patch to apply with -p1
- Drop now unneeded Buildrequires on python3-devel
