Steve Kowalik a2da854b96 - Update to 2.30.0: ...

* Implement --output to centralize choosing an output format
  * Have render functions call print() themselves rather than the caller
  * Replace large EnumAction class with simpler logic
  * Drop 3.9 support
  * Allow --exclude to be used with --include
  * Replace pytest-console-scripts plugin with smaller in-house solution
  * Remove wheel package from tests due to virtualenv v20.31.0
  * Implement --exclude-dependencies
