- update to 1.4.0:
  * Add support for Python 3.14, drop support for 3.9; Python
    3.10+ is now required.
  * Modernize build setup by always requiring Cython to build
    from source via PEP517/518 isolated builds.

- remove obsolete setuptools_scm_git_archive requirements
- Update to version 1.3.0.post4
- Update to version 1.3.0.post3
