- update to 0.16.5
 * allow for YAML(typ=['unsafe', 'pytypes'])
 * fix output of TAG directives with #
 * move setting of version based on YAML directive to scanner, allowing to
    check for file version during TAG directive scanning
 * preserve YAML and TAG directives on roundtrip, correctly output # in URL
    for YAML 1.2
