* Use BCP 47 language tag for tlh_Piqd
  * Add Hokkien writing systems
  * Adds Hungarian (hu) to DOCUMENTATION_LANGUAGES in docs.py
  * add tamil language
  * correctly copy date when udating POT files
  * add alias for zh_SIMPLIFIED
  * update list of RTL languages
