Accepting request 1322097 from devel:languages:python

- Update to 7.1:
  * Drop support for Python 3.9.
  * Add support for Python 3.14.
  * Move all supported package metadata into pyproject.toml.
  * Remove no longer necessary setuptools runtime dependency.
  * Replace pkg_resources namespace with PEP 420 native namespace.
  * Add preliminary support for Python 3.14.
  * Drop support for Python 3.8.
  * Adjust minimal required version of zope.security test dependency to 7.3.
