Marcus Meissner 194484d226 Accepting request 177928 from home:marc_schuetz:branches:Base:System 
- Converted rc file to systemd unit file.
- Fixed a bug where the accounting file wasn't reopened after
  logrotate, because force-reload isn't implemented.
