- Convert changes file to proper UTF-8 format: new
  version of RPM are getting strict in interpreting files.

  · Quotation of filenames
  · Uses /bin/bash instead of /bin/sh which might be linked to some-
  · Uses `file' to guess the mime type if available (forwarded request 752596 from dimstar)
