devel package is currently broken.
This upgrades it to v8.65
I've done a basic functionality test only, but it worked.  

NOTE:  perl-IO-Compress is a dependency and is not currently building for 12.1/factory in D:L:P.  To test this I had to branch perl-IO-Compress and build it for 12.1
