- Fix packaging : Avoid segv backtrace
  + Don't package and distribute perl or LibC
  They are already in final binary.
  Ref https://github.com/pgbackrest/pgbackrest/issues/558 
  + As a result : tests are no more usable, (only vagrant runs)
  use a simple call of the binary (pgbackrest version) to exclude
  futur backtrace
  + Clean spec: licence and remove macro for file
