- update to 4.7.0:
  * drop support for python 3.6
  - drop
    0001-Removing-unused-urllib3-dependency-loosening-request.patch
    (upstream)

  the tests/test_webservice which need porting to new python-mocket
    when using a database, not the web service.
  pip does not try to download stuff
    decoded_content attribute.
- match buildrequires to requirements.txt
