- update to 2.23.1:
  * Use `__contains__` to avoid `KeyError` with
    importlib_metadata==8.0.0
  * Use is_missing property in ReqPackage.is_conflicting() for
    DRYness
  * Readd `# noqa: S603` to _detect_env to resolve Ruff error
  * Allow pre-releases when detecting version conflicts
