93b7d418a9 - Update to 0.3.19 
* Update github actions to their latest versions
  * Add Read the Docs configuration file
  * Move docstrings above corresponding method
  * Reformat code using ruff
  * Simplify docs and sphinx configuration, remove copyright years
  * Update GitHub actions to their latest versions
  * Build aarch64 wheels natively
  * Adjust `ruff` configuration
  * Support Python 3.13, drop Python 3.8
  * Pin macOS versions used for building wheels
