* Update python classifier in setup.cfg
  * Remove six usage
  * Drop python3.6/3.7 support in testing runtime
  * Update CI to use unversioned jobs template
  * Use py3 as the default runtime for tox

  * Migrate from testr to stestr
  * Use TOX\_CONSTRAINTS\_FILE
  * Adding pre-commit
- Add missing BuildRequires on six.
- replace oslotest with more correct fixtures dependency
